This file covers what NCBE publishes for MPT practice — free released MPT packets (File, Library, and drafters' point sheets), free MPT summaries from recent administrations, and the Instructions and Skills Tested publications — plus an editorial practice routine for using them [S1]. It does not cover MPT test-day policies, the MEE or MBE, or New Jersey admission procedures beyond a one-sentence NJ-specific framing [S1][S7].
Legal Explanation
What NCBE publishes, free (NCBE/national). NCBE's "Preparing for the MPT" page is the official clearinghouse for free MPT practice materials [S1]. It publishes two categories of free downloads: (1) free summaries of MPTs from recent administrations — one file for each of 2022, 2023, 2024, 2025, and 2026 — and (2) free MPTs and point sheets from older administrations — one file for each administration from February 2016 through July 2020 (ten administrations) [S1]. The same page links NCBE's "Instructions for Taking the MPT" and "MPT Skills Tested" publications [S1][S5][S6]. All of these are free downloads from ncbex.org, with no paywall [S1][S2][S3][S4].
What a released MPT packet contains (NCBE/national). A released packet is the actual exam administration: both MPT items, each with its full File and its Library [S2][S3]. The File consists of the source documents containing all the facts of the case, and the specific assignment the examinee is to complete is described in a memorandum from a supervising attorney, which is the first document in the File [S1][S2][S3]. The Library contains the legal authorities — cases, statutes, regulations, or rules — from which examinees extract the principles needed to analyze the problem and perform the task [S1][S2]. The February 2016 and February 2019 packets opened for this topic both carry the title "MPTs and Point Sheets," and each includes a Drafters' Point Sheet for each MPT, though the sheets' placement varies between packets: in the February 2019 packet, each point sheet appears immediately after that item's File and Library [S3], while in the February 2016 packet the point sheets are grouped in a separate section near the end of the packet (the MPT-1 point sheet begins at page 43 and the MPT-2 point sheet at page 53) [S2].
The drafters' point sheet is the closest public analogue to an MPT rubric (NCBE/national). NCBE's own preface to the February 2016 packet explains what point sheets are: they "describe the factual and legal points encompassed within the lawyering tasks to be completed," they "outline the possible issues and points that might be addressed by an examinee," and they are "provided to the user jurisdictions to assist graders in grading the examination by identifying the issues and suggesting the resolution of the problem contemplated by the drafters" [S2]. The February 2019 packet adds that its point sheet "was provided to bar examiners to assist in grading the examination," is "illustrative of the discussions that might have appeared in excellent responses constructed by examinees," and is "more detailed than examinee responses were expected to be" [S3]. In other words, the point sheet shows what the drafters expected an excellent response to address — the closest thing NCBE publishes to a public MPT grading rubric [S2][S3]. It is a drafters' outline, not a numeric scoring key: no numeric rubric is included in the released packets opened for this topic [S2][S3]. The six skills NCBE says the MPT measures, restated in the packet preface, are also described in the separate "MPT Skills Tested" publication [S2][S6].
What MPT summaries contain (NCBE/national). The free summaries files (one per year, 2022–2026, per the preparation page) contain, for each MPT from the February and July administrations of that year, a short description of the task and of the File and Library contents — not the test materials themselves and not point sheets [S1][S4]. The 2025 summaries file, opened for this topic, describes each MPT's assignment (for example, February 2025 MPT-1 asked examinees to draft a memorandum identifying and evaluating the legal and factual arguments in a landlord's defense to a familial-status housing-discrimination complaint) and summarizes what the File contained (the instructional memorandum, the administrative complaint, and a file memorandum) and what the Library contained (a federal statute, a municipal housing code, and two federal cases) [S4].
Instructions (NCBE/national). NCBE publishes the standard instructions that accompany each MPT: the February 2016 packet reproduces the back-cover instructions telling examinees that the test "is designed to evaluate your ability to handle a select number of legal authorities in the context of a factual problem involving a client" and that the problem is set in the fictitious state of Franklin and the fictitious Fifteenth Circuit of the United States [S2]. NCBE also makes a standalone "Instructions for Taking the MPT" PDF available from the preparation page [S1][S5].
A recommended practice routine (EDITORIAL — this paragraph is the writer's recommendation, not NCBE instructions). Based on the verified materials above: (1) simulate test conditions — the MPT consists of two 90-minute items, so practice each released item under a 90-minute timer without outside materials [S1]; (2) after writing, self-grade against the drafters' point sheet, checking off the factual and legal points the drafters expected an excellent response to address [S2][S3]; (3) compare your work product's structure and format to what the task memorandum in the File required (the task memo specifies the assignment and any firm guidelines to follow) [S1][S2][S3]; and (4) use the summaries to survey the variety of tasks across administrations — memoranda, letters, briefs, and other lawyering tasks — without spending full timed attempts on every one [S4][S1]. NCBE itself does not publish a recommended practice routine; this is an editorial suggestion grounded in what the released materials contain [S1].
NJ-specific note. New Jersey administers the UBE — the New Jersey Supreme Court adopted the UBE with a minimum passing score of 266 — so New Jersey candidates take both MPT items as part of the UBE, and the free NCBE materials described above are the same official source materials NJ candidates can practice with [S7][S1]. In UBE scoring, NCBE reports that the MBE is weighted 50%, the MEE 30%, and the MPT 20%, with legacy UBE totals reported on a 400-point scale [S8].

[HYPOTHETICAL — NOT A REAL CASE] Imagine you want to join the Junior Detectives Academy. To get in, you must pass a two-part test on one day: two timed mystery cases, 90 minutes each. The academy hands out free practice material. First, it posts ten old solved cases from past years. Each old case folder has three parts: a packet of clues (all the facts — some of them are traps that don't matter), a rulebook with only the laws you are allowed to use, and a note from the chief detective saying exactly what you must write. Tucked in the back of each folder is the answer key the instructors used when grading — not a score sheet with points, but the detective's own notes listing every clue and rule a great solution would have spotted, with a warning that real student answers were never expected to be that thorough. Second, the academy posts a yearbook that gives one short paragraph about each case from the most recent five years: what the mystery was about, what clues were in the packet, and what laws were in the rulebook — but not the actual folders or answer keys. A smart kid would use the yearbook to see all the different kinds of mysteries, then practice the old cases with a timer, then check the instructor's notes to see what a great answer covered and where the structure fell short.
Now translate back to the real rule: the academy's test is the MPT, and the two timed cases are the two 90-minute MPT items [S1]. The old case folders are NCBE's released MPT packets — File (facts), Library (law), task memo from the supervising attorney, and the drafters' point sheet, which NCBE says was provided to graders to help grade the exam and shows the points an excellent response would cover [S1][S2][S3]. The yearbook is NCBE's free MPT summaries: a short description of each recent MPT and its File and Library, without the full materials [S4]. And the town where the academy holds its test — New Jersey — uses this same national test as one-fifth of its bar exam score, so NJ candidates use these same free packets to practice [S7][S8].
