This guide is a practical navigation guide, New Jersey-specific (all of module 04 is NJ-only): where a New Jersey attorney or self-represented litigant finds official court forms, the New Jersey Rules of Court, New Jersey court opinions, and New Jersey statutes, all on free official websites. It does not cover how to complete any particular form, the substance of any individual rule or opinion, federal equivalents (federal forms, the Federal Rules of Civil Procedure, federal opinions), or legal research strategy beyond pointing at the official sources themselves.

The college version

Scope

This file is a practical navigation guide, New Jersey-specific (all of module 04 is NJ-only): where a New Jersey attorney or self-represented litigant finds official court forms, the New Jersey Rules of Court, New Jersey court opinions, and New Jersey statutes, all on free official websites [S1][S2][S3][S4][S5]. It does not cover how to complete any particular form, the substance of any individual rule or opinion, federal equivalents (federal forms, the Federal Rules of Civil Procedure, federal opinions), or legal research strategy beyond pointing at the official sources themselves.

Official forms (NJ-specific). The NJ Judiciary publishes its official forms on njcourts.gov: the address njcourts.gov/forms redirects to the "Forms Catalog" page at njcourts.gov/self-help/forms [S1]. The catalog page describes itself as a search tool for "forms, brochures, and self-help kits" [S1]. It is organized around a "Catalog Number" search control that lists hundreds of numeric catalog identifiers (the dropdown alone runs from numbers such as 10079 and 10288 into the 12000s), alongside keyword search [S1]. The page instructs users who have trouble opening a form to right-click the form link and choose "Save link as…" to download it, states that Adobe Reader is needed to open a form, and points to a linked "Forms Help" page for more information [S1]. Two limits verified in this build: the fetched catalog page does not state which forms, if any, are fillable PDFs, so this file makes no fillability claim — that must be checked on the individual form [S1; see unverified_items.md]; and the catalog itself is the Judiciary's official publication point, so form currency must be checked there rather than in a copy from elsewhere [S1].

Court rules (NJ-specific). The official New Jersey Rules of Court are published on the Judiciary's "Rules of Court" page at njcourts.gov/attorneys/rules-of-court [S2]. The page opens with the note "Includes amendments effective on or before June 1, 2026," i.e., the version published there incorporates amendments through that date [S2]. The page provides a rules-search tool for locating rules within the publication [S2]. It sits within the site's Attorneys section, which also links related rule material including the Rules of Evidence, Supreme Court Committee Reports, and Notices to the Bar [S2]. One caveat verified in this build: the rule text on the page is JavaScript-rendered — a plain HTTP fetch returns the search interface but no rule body text — so the operative text of individual rules should be read in a JavaScript-enabled browser, and no rule number or rule text is quoted in this file [S2; see unverified_items.md].

Opinions (NJ-specific). The Judiciary's "Court Opinions" page at njcourts.gov/attorneys/opinions is the hub for decisions; the page states that "court decisions are called opinions" and that the site includes both "published" and "unpublished" opinions [S3]. Per that page: published opinions set legal precedent and can be used to support legal arguments in future New Jersey court cases, while unpublished opinions do not set legal precedent and usually are not cited in other court cases [S3]. All Supreme Court opinions are published and can be found in the New Jersey Reports; published Appellate Division opinions can be found in the New Jersey Superior Court Reports, while unpublished Appellate opinions are posted online only; published Tax Court opinions can be found in the Tax Court Reports, while unpublished Tax Court opinions are posted online only; and published trial court opinions are published in the New Jersey Superior Court Reports, while unpublished trial court opinions are posted online only [S3]. Opinions of the Supreme Court and the Appellate Division are posted on the website at 10 a.m. on business days; the list of opinions expected on the following business day is also posted at 10 a.m.; and at times the Supreme Court releases an opinion later in the day [S3]. The section organizes this material into dedicated pages — Supreme Court Opinions, Expected Opinions, Published and Unpublished Appellate Court Opinions, Published and Unpublished Tax Court Opinions, Published and Unpublished Trial Court Opinions, and Business Opinions — all linked from the hub page's navigation [S3]. The hub page also notes that Rutgers Law School hosts a searchable database of New Jersey Supreme Court and Appellate Court reported opinions dating from March 1994 to the present, and that the website hosts opinions of the Advisory Committee on Professional Ethics, the Committee on the Unauthorized Practice of Law, and the Committee on Attorney Advertising [S3]. The individual sub-pages' existence is verified from the hub's navigation; their page contents were not fetched within this topic's budget, so nothing about them is asserted beyond that they are linked [S3].

Statutes (NJ-specific). New Jersey statutes are published by the New Jersey Legislature at njleg.gov [S4]. The homepage, which was fetched successfully for this file, carries a "Statutes" item in its navigation alongside sections for bills, chapter laws, the NJ Constitution, and publications [S4]. The Statutes link opens the "N.J. Legislative Statutes" gateway on the Legislature's Legislative Information System (lis.njleg.state.nj.us), which offers simple, advanced, and boolean search [S5]. One caveat verified in this build: a plain HTTP fetch of the gateway returns HTTP 200 but its content area shows only a "Not initialized yet" placeholder — the statute viewer is JavaScript-initialized — so statute text must be read in a JavaScript-enabled browser, and no statute text is quoted in this file [S5; see unverified_items.md].

Jurisdiction note (NJ-specific vs national). Every source in this file is New Jersey-specific: NJ Judiciary forms, the NJ Rules of Court, NJ court opinions, and NJ statutes [S1][S2][S3][S4][S5]. These are state-practice navigation facts; they belong to the NJ-specific material (module 04), not to the national/NCBE components, which do not test New Jersey filing logistics. A New Jersey attorney should reach for these official addresses rather than commercial databases for the authoritative text of forms, rules, opinions, and statutes [S1][S2][S3][S4][S5].

ELI-10: Explain It Like I'm 10

[HYPOTHETICAL — NOT A REAL CASE] Imagine your town's "Official Things Room" in the town hall, with four labeled drawers, and you are the kid who fetches things for people.

Drawer 1 holds the official worksheets. Anyone who wants to ask the town for anything — a permission slip, a lost-item report, a complaint about a neighbor's barking dog — has to start with the right worksheet. There are hundreds, each with its own number, listed in a big catalog binder by the door. The rule: take the worksheet from the binder, never a photocopy someone made up at home.

Drawer 2 holds the town rulebook. It tells everyone how the town's games are played — how to ask for a hearing, how many days you get to answer. The rulebook gets fixed up every June, and the front cover says which June's changes are inside. There's a search index, so you look things up instead of flipping randomly. The rule: use the current edition, the one the town hall says includes this June's changes.

Drawer 3 holds the teacher's graded answer keys from the town school. Most keys are stamped "official ruling" — those go into the big red binders (the "town records" volumes), and any kid may use one to back up an argument in a later dispute. Some keys are stamped "private note — this one student only." Those sit in a loose pile, cannot be used in anyone else's argument, and never go into the red binders. The school posts new official rulings on the bulletin board at 10 a.m. on school days, and posts the night before which rulings to expect tomorrow.

Drawer 4 holds the town council's laws — the actual rules the council voted on — kept in the council clerk's computer. If someone tells you "there's a town law about that," you check the clerk's computer, not a neighbor's summary of it.

Translating back to the real rule: Drawer 1 is the NJ Courts Forms Catalog, where the official court forms live, numbered and searchable, and you download the real form from the court rather than a copy [S1]. Drawer 2 is the New Jersey Rules of Court, whose official page notes it "includes amendments effective on or before June 1, 2026," with a search tool to find rules [S2]. Drawer 3 is the Court Opinions section: published opinions set legal precedent and are collected in the New Jersey Reports and the New Jersey Superior Court Reports, unpublished opinions do not set precedent and are posted online only, and Supreme Court and Appellate Division opinions are posted at 10 a.m. on business days [S3]. Drawer 4 is the New Jersey Legislature's statutes at njleg.gov, whose "Statutes" gateway holds the official text [S4][S5].

Real Case Reference (if applicable)

No published judicial decision is cited, and none is needed: this topic is a navigation guide to where official sources live, not a statement of litigated doctrine. The governing framework it points readers to is the New Jersey Rules of Court as published by the NJ Judiciary on the official Rules of Court page [S2], and the published/unpublished-opinion rules of the road are the NJ Courts' own descriptions on the Court Opinions page [S3]. Per this project's rules, no case is characterized because no case is on point for a "where to find it" topic.

Key Takeaways

  • Official NJ court forms: njcourts.gov/forms redirects to the Forms Catalog (njcourts.gov/self-help/forms), a searchable catalog of "forms, brochures, and self-help kits" organized by catalog number; forms are downloaded via "Save link as…" and opened with Adobe Reader, and the catalog page does not state which forms are fillable [S1].
  • Official court rules: the Rules of Court page (njcourts.gov/attorneys/rules-of-court) publishes the NJ Rules of Court with the note "Includes amendments effective on or before June 1, 2026," and provides a rules-search tool; the rule text is JavaScript-rendered [S2].
  • Opinions: the Court Opinions hub (njcourts.gov/attorneys/opinions) hosts published and unpublished opinions — published opinions set precedent (all Supreme Court opinions are published and found in the New Jersey Reports; published Appellate Division and trial court opinions appear in the New Jersey Superior Court Reports), unpublished opinions do not set precedent and are posted online only; Supreme Court and Appellate Division opinions post at 10 a.m. on business days [S3].
  • Statutes: the New Jersey Legislature's site (njleg.gov) links to the "N.J. Legislative Statutes" gateway on lis.njleg.state.nj.us, which offers simple, advanced, and boolean search; its viewer is JavaScript-initialized [S4][S5].
  • Everything in this file is NJ-specific; the national/NCBE components do not test New Jersey filing logistics [S1][S2][S3][S4][S5].
